“Net zero” is easy to declare but hard to deliver. A credible decarbonisation plan follows a strict sequence, and this sequence matters because doing things in the right order ultimately saves money. Each step makes the next step cheaper and smaller to implement.
The Roadmap, In Order
To turn a net-zero ambition into an affordable, actionable plan, you must follow these six steps chronologically:
- 1. Measure: Establish a real baseline of energy use and emissions. You cannot reduce what you have not measured. Implementing robust energy monitoring reveals exactly where the cost and carbon actually sit in your business.
- 2. Reduce Demand: Cut waste and improve efficiency first. This includes upgrading lighting, optimising controls, and improving building fabric to eliminate avoidable consumption. Every unit removed through energy reduction is one you never have to generate or offset later.
- 3. Electrify Heat: Move heating off gas to heat pumps where the building suits it. This drastically shrinks direct emissions, and should ideally happen after fabric improvements so the new system can be sized smaller.
- 4. Generate On-Site: Add solar and battery storage to supply your now-reduced demand with your own clean power. Because you completed steps 2 and 3, this system can be sized to a much smaller, more affordable load.
- 5. Buy Clean: Source genuinely renewable-backed supply for the electricity you still need to pull from the grid. This requires strategic energy procurement to ensure competitive green rates.
- 6. Offset the Rest: Only offset the residual emissions that cannot yet be removed. This is a last resort, never a shortcut.
Why the Sequence Saves Money
The sequence is not arbitrary. If you reduce your demand before you generate, the solar system you need is significantly smaller and cheaper. If you improve the building fabric before you electrify the heat, the heat pump is smaller and runs more efficiently. If you prioritise the cheap, fast-payback measures first, the savings help fund the bigger, capital-heavy steps later.
A business that jumps straight to solar or offsets without reducing demand first ends up paying for more generation than it needs and offsets emissions it could have easily eliminated. Sequence is what turns an abstract net-zero ambition into a financially viable plan.
Reduce Before You Offset, Always
The single most important principle is that offsets come last and small. A plan that leans heavily on buying offsets to cancel out emissions it has not tried to reduce is neither credible nor durable. It leaves the business exposed to rising offset prices, intense scrutiny over offset quality, and increasingly, accusations of greenwashing. Real reductions are permanent, save money, and stand up to regulatory challenge.

Fitting It to the Building and the Budget
- Plan around asset life: Replace a boiler with a heat pump at the end of its life, not mid-life. Upgrade to LED during a natural refurbishment. Timing these steps to natural replacement points slashes the overall capital cost.
- Lead with payback: Order your measures so that those with a fast financial payback (like lighting, controls, capacity right-sizing, and waste elimination) come first.
- Mind the compliance deadlines: Requirements like EPC B for large lettings from 2031, alongside the tightening of ESOS reporting, give your plan definitive dates to work back from. Maintaining rigorous energy compliance is non-negotiable.
- Watch the interactions: Electrifying heat and adding EV charging will both increase your electrical load, which may affect your agreed capacity. Meanwhile, efficiency and on-site generation pull the other way. Your strategy must carefully balance these interacting forces.
