In short
An energy waste report draws half-hourly meter data as a heat map, so consumption is shown by hour and by day rather than as a monthly total. That is what makes overnight load, weekend running and plant operating through closed hours visible, and it is read against how the site is actually occupied before anything is called waste.
What this does not do. It cannot tell you which piece of plant is responsible on its own; it tells you when the load occurs, which is what makes the plant findable on site. It also needs half-hourly or interval data, so a site on quarterly reads has to be metered for data first.

Records state the figure, what it is measured against, the document it is taken from and the date on that document. Records still held anonymous are labelled as such.

Where a reading is estimated or missing, the record says so rather than filling the gap.

Validation is carried out against the invoice and the contract
Each query names the invoice, the line it sits on and the contract term it is checked against, so a supplier can answer it directly.
